All public school districts in the United States and all public colleges and universities are covered by Title IX. In addition to these schools nearly all private colleges are covered as well. Some schools that are under federal financial assistance are exempt from title IX such as educational institutions that are controlled by a religious organization.
Title IX protects everyone who interacts with a school including students, faculty, staff, and visitors. To ensure that all institutions are compliant with Title IX mandates they are required to have a title IX coordinator with their contact information made public.

Exceptions
Schools can chose to opt out either entirely or partially out of Title IX. In order to opt out entirely a school must refuse any federal grants or aid and to opt out partially the school must request the exemption from the U.S. Department of Education.
